Medical facilities - public and non-public

Data security is the most important requirement of EMD legislation.

An integrated computer system in a medical facility provides unlimited possibilities of combining registration with medical, surgical and diagnostic practices. It is also an invaluable tool of settlement with the National Health Fund. Until now, medical facilities used computer systems to varying degrees, most often it depended on their size, attitude of management staff, and often on the level of IT knowledge.

At the moment, institutions which have not yet taken actions in the field of computerisation are forced to take decisive steps. This applies to both public and non-public institutions, hospitals and clinics. This situation is required by the EMD (Electronic Medical Documentation) legislation:


  • Act of 28 April 2011 on the health care information system (Journal of Laws 2016, item 1535)
  • Ordinance of the Minister of Health of 9 November 2015 on types, scope and templates of medical documentation and its processing (Journal of Laws 2015, item 2069)
  • Ordinance of the Council of Ministers of 12 April 2012 on the National Interoperability Framework, minimum requirements for public registers and exchange of information in electronic form and minimum requirements for ICT systems (Journal of Laws 2016, item 113)
  • One of the requirements is permanent access to the documentation for authorised persons and protection against unauthorised access. Therefore, one of the key issues is data security and how to deal with failures or power outages.
  • In addition, the provisions of the EU Regulation on the protection of personal data, in particular with regard to medical data, will enter into force from May 2018. An important change will also be the obligation to appoint a Data Protection Officer, both in hospitals and outpatient clinics.
